Hackers Attack On Twitter, Facebook

NEW YORK (August 07 2009): A hacker attack Thursday shut down the fast-growing messaging service Twitter,
and Facebook also said it was looking into possible site problems. Twitter said in its status blog Thursday that it was ``defending against a denial-of-service attack,' in which hackers command scores of computers to a single site at the same time, preventing legitimate traffic from getting through.
For Twitter users, the outage meant no tweeting about lunch plans, the weather or the fact that Twitter is down. The Twitter outage began at about 9 am EDT (1300 GMT), said Ken Godskind, chief strategy officer at Web performance monitoring company AlertSite.
The site still had lingering access problems midday (local time), though both Twitter and Facebook seemed to be functioning at least intermittently, giving cubicle-bound social media addicts a collective sigh of relief. Allison Koski, a public-relations manager in Manhattan, said she felt ``completely lost' without Twitter.
"I had to Google search Twitter to find out what was going on, when normally my Twitter feed gives me all the breaking news I need,' Koski said. Incidentally, Facebook also seemed to be experiencing problems. Company spokeswoman Brandee Barker said the company was looking into it and would have an update "as soon as possible.'
Technology business analyst Shelly Palmer told AP Radio that denial-of-service attacks are a reality of the information age. ``People tend to want to take sites that are very public and go after them,' said Palmer, managing director of Advanced Media Ventures Group. "In fact you'd be surprised how many sites for major companies are really attacked on a daily basis. This is a crime, it's a real crime and it should be treated that way.'
Earlier this week, Gawker Media, which owns the eponymous media commentary blog and other sites, was also attacked. In a blog post, Gawker said Tuesday it was attacked by "dastardly hackers,' leading to server problems that caused network-wide outages Sunday and Monday. It was not immediately clear whether those attacks were related to Twitter's.

FIA Starts Crackdown on People Selling Mobile Jammers

LAHORE: In a crackdown on those selling mobile phone jammers, Federal Investigation Agency (FIA) officials raided two different places on Hall Road, arrested three accused and seized eight jammers and other sophisticated equipment on Wednesday.

According to the officials, jamming a telecommunication service was illegal and on a request by the Pakistan Telecommunication Authority (PTA), action on a large scale had been initiated in Lahore and other major cities against those using or selling such devices.
Sources told Aaj Kal that intelligence agencies had started the operation after the PTA and the Interior Ministry got reports that terrorists were using jammers and other such devices. aaj kal report

Warid Now Gets New Logo

Warid Telecom, a subsidiary of UAE-based Abu Dhabi Group, has changed its logo and names of some services to portray a uniform brand image and identity of the Warid Group, says the company.
Telecommunication minister Raziuddin Ahmed Razu and the CEO of Warid Telecom Muneer Farooqui unveiled the new logo Wednesday.
“The change will bring freshness and newness in the Warid Brand and will align us with the rest of the Abu Dhabi Group’s Telecom concerns around the globe,” Farooqui said.

From now on, Warid’s two services – Zem and Zahi – for prepaid and post-paid packages will be simply named as Warid Prepaid and Warid Post-paid.
Warid has bought some 30,000 city bus tickets and will distribute them among commuters on Thursday to mark the occasion.
Addressing the logo unveiling ceremony, Raziuddin Ahmed Razu urged all concerned including private mobile phone companies to extend cooperation in realising the government’s Charter For Change.
He said his government had been working to expand broadband internet facilities to every upazila.
The government has signed a $400 million deal with China for the development of state-run mobile company TeleTalk and Bangladesh Telecommunication Regulatory Commission (BTRC) to establish 3G technology through the Next Generation Network, the minister said.
Muneer Farooqui said Warid currently has 1,750 base stations across Bangladesh and the company have so far invested around $600 million in its telecom service.

Warid has paid over Tk 650 crore as direct and indirect taxes to the national exchequer, he said.
Over 4,000 citizens of Bangladesh have been provided job opportunities through direct and indirect channels. Warid is being connected globally through more than 200 International Roaming Partners across 115 countries.
Warid Telecom launched its commercial operations in Bangladesh on May 10, 2007, with Next Generation Network technology in all 64 districts in the country.

LDI licence Issuance to China Mobile Etisalat Threatens to Approach Arbitration Court

Etisalat International, buyer of the management control through purchase of 26 percent
shares in Pakistan Telecommunication Company Limited (PTCL), has threatened to approach arbitration court in London if the GoP resorted to issuing Long Distance International (LDI) licence to China Mobile, official sources told Business Recorder.

"Etisalat is contesting the anticipated award of LDI licence to China Mobile as a breach of the Shares Purchase Agreement (SPA) and guarantees given to it," sources said. Etisalat has already withheld payment of last tranche of about $780 million because according to it the GoP failed to transfer properties in the Punjab and Sindh in favour of PTCL.

Sources said that the Ministry of Information Technology had submitted a summary to the Cabinet for grant of LDI telecommunication licence to China Mobile Pakistan (CMPak) after consulting Prime Minister Secretariat, Ministries of Foreign Affairs and Interior, Cabinet Division (PTA) and Board of Investment (BoI), who recommended issuance LDI licence to CMPak. The Cabinet in its meeting on September 24, 2008 decided to grant LDI licence to China Mobile Pakistan in relaxation of the "watch hold" decision of Cabinet Committee on Regulatory Bodies (CCRB).

Etisalat International, which bought the management stakes of PTCL (through purchase 26 percent of Class-B shares), has agitated that in the light of SPA schedule-6 clause-g, such an action on the part of the GoP is violation of SPA concluded between GoP and Etisalat on March 13, 2006.

Its stand is based on the following provision of SPA which stipulates: "deliver to the Purchaser's Solicitors a certified copy of the policy directives of the Pakistan Telecommunication Authority relating to the non-issuance of new mobile and fixed line license in Pakistan for 7 years from the date hereof".

The background of the subject issue springs from the fact that while SPA was negotiated and signed by the Privatisation Commission and Etisalat on March 12, 2006, the MOIT through a summary on the subject of 3-G cellular mobile and fixed line licensing, submitted to CCRB March 18, 2006 proposed that in the wake of development like privatisation of PTCL and future prospects of growth of telecommunication sector, the process of grant of new LL, LDI and cellular licences be put on the watch-hold for the next seven years and PTA be asked to submit periodical reports in terms of growth and absorptive capacity of the markets.

According to sources, CCRB, in its decision of March 22, 2006, approved the proposal, accordingly. It seems that while submitting this summary, the Ministry had lost sight of the legal provision of the aforestated stipulation (clause-g of schedule-6) of the SPA. Besides, it appears that the Ministry had submitted a summary for grant of LDI licence in favour of CMPAK on account of the assumption that nothing precluded the GoP to issue any new LL, LDI and cellular mobile connection, corresponding to the availability of spectrum and interplay of the market forces, as things were put on the 'watch-hold' as decided by the CCRB, whereas, according to Etisalat International SPA's afore-stated stipulation is affront to such stance of GoP.

On the other hand, CMPAK is pressing hard for issuance of LDI licence, in its favour in pursuance of the Cabinet's decision of September 24'2008. Etisalat is now contesting the anticipated award of LDI licence to China Mobile as a breach of the SPA and guarantees given to it.

MOIT in a recent communication solicited Etisalat's viewpoint in the light of the foregoing and, in response, Etisalat reiterated its earlier stance and indicated to take the matter to the arbitration Court in London UK as agreed by the two sides under the arbitration clause of the SPA, sources added.

The issue is also of further relevance in view of the fact that MOIT is, presently, formulating a policy for auction of 3G (Third-Generation) Mobile services frequency spectrum for proliferation of broadband services in the country. This also includes the issue of allowing new entrants for bidding of 3G frequencies and eventual new licensing. Necessary consultations with all the stakeholders including PTA, BOI, Cabinet Division, Privatisation Commission, National Assembly Standing Committee on IT and Law Division have also been made and all of them have supported the recommendation for award of new 3G licences to new bidders as well.

A Summary for according approval to the policy framework on 3G is also under process of submission to the Cabinet, sources said. "There exists a strong possibility of Etisalat invoking the relevant clause of SPA, should the GoP issue any new LDI licence or puts 3-G spectrum to auction and eventual issuance of new 3G cellular mobile licences," sources added.

They said that MoIT has proposed to the top decision makers that GoP may take up the issue with Etisalat for one-time consent of issuance of LDI licence to CMPAK; and, if deemed necessary, fresh policy directive for a moratorium on new issuance of fixed line (LL & LDI) and cellular licences for the remaining time of commitment with Etisalat may be issued.

Nokia and Accenture Sign Agreement

KARACHI (August 05 2009): Nokia and Accenture have signed an agreement for Accenture to acquire Nokia's Symbian professional services unit responsible for Symbian OS customer engineering and customer support. The unit provides engineering consulting and product development services on a global basis to mobile phone manufacturers, as well as chip manufacturers and mobile operators.

Services provided by the Symbian Professional Services teams include advanced technical support, techniques for enhancing performance, memory, and power, advanced error diagnosis and repair, and turnkey software development services that can be used in a range of technical environments. Approximately 165 people will transfer to Accenture as a result of the agreement. The transaction is subject to customary closing conditions and is expected to close by the end of third quarter 2009.- (Press Releases)

Chinese Phone Distributors Protesting Against Nokia

Nearly 300 phone distributors in China are due to protest against Nokia's alleged "illegal acts", according to the Beijing Morning Post. The dealers are claiming that Nokia monopolizes price, evades tax and infringes consumers' rights in China.

Distributor representatives have reportedly submitted three letters to the State Administration of Taxation (SAT), the State Administration For Industry and Commerce (SAIC) and the National Development and Reform Commission (NDRC) - China's top economic planning body.

One of the distributors said that if they couldn't get answers from Nokia, they would file a lawsuit, or even unite together to bar Nokia from selling mobile phones. "Distributors in our province have reached an agreement about that, and all of us have signed our names on it," he said.

Earlier this year, more than 100 wholesalers in Hunan and Shandong provinces sent a letter written by a lawyer to Nokia, accusing the company of monopolizing prices to get windfall profits

Around the same time, some 40 dealers in the Communications Market in Jinan, Shandong Province, hung a red banner saying "Boycott Nokia" in front of the mall, the fifth largest cell phone wholesale and retail market in China. Some Nokia distributors in Shanghai have also shifted to other brands.

Nokia allocates defined markets to each distributor and fines the company if it tries to sell outside its permitted territory. The distributors contend that the fines are excessive and based on unrealistic sales targets that require them to sell to a wider area.

PTA Arrests Mobile Jamming Devices’ Retailers in Karachi

Pakistan Telecommunication Authority (PTA), in collaboration with Federal investigation Agency (FIA) has arrested two sellers involved in illegal sale of jammers in Karachi.

This initiative is part of the pursuance of PTA’s efforts against illegal sale of jammers. PTA carried out extensive survey and upon investigation and confirmation, successful raids were conducted by PTA and FIA on different shops at Karachi Electronic Market in Saddar. A total of 30 jammers were recovered and owners were arrested.

Chairman PTA, Dr. Mohammed Yaseen said that under Telecom (Re-Organization) Act 1996, PTA is to ensure that the rights of the licensees and telecom users are duly protected. Sale of illegal Cellular Mobile Jamming Device and its usage has resulted in call dropping and degraded quality issues. Resultantly, the public and service providers were facing inconvenience due to illegal and unauthorized sale of jammers, their installation and operation.

Chairman PTA further said that Government of Pakistan has issued a Policy under which installation of jamming devices /disablers without permission, is illegal. He said that PTA as a regulator is vigilant and shall take all measures to stop this unlawful activity. He also warned all those involved in selling or installing of jammers to stop such unlawful activities, otherwise strict action will be initiated against them as per the law.
