Islamabad: Pakistan Telecommunication Authority (PTA) and Federal Investigation Agency (FIA), National Response Center for Cyber Crimes (NR3C), launched crack down against illegal telecom operation at Mansehra and Batagram and arrested two persons, one at each place.

A person named Tahir Khalil, owner of the Abasin Link Franchise, Batagram was arrested on the clue of the person arrested at Mansehra for selling number of mobile postpaid connections violating the pre-sale formalities. This raid of Batagram was an extension to the one carried out at Mansehra on 3rd September, 2009.

Chairman PTA, Dr. Mohammed Yaseen appreciated the efforts of PTA and FIA teams. He also directed PTA Zonal offices to further expedite joint raids against illegal activities throughout Pakistan, giving special emphasis to those franchisees and retailers involved in the sale of illegal SIMs and not fulfilling the Standing Operating Procedure (SOP).

ID to ID Call:

The ID to ID call feature will now allows you to talk to each other over IVR without disclosing your number. The feature can also be used to call any other Ufone friends, e.g. if you lose a contact or handset or can’t remember someone’s number, simply SMS the command CALL to 9393 e.g. Call Amber and send it to 9393.

Mechanics of the service are as follows:

-SMS CALL to 9393 e.g. Call Saima26. On sending the request, you will receive an SMS, “Your call request has been sent successfully. You will receive a notification once your request is accepted”


-Your friend will receive a request that “ has requested to call you through Ufone SMS Buddies. To accept the call without revealing your number, reply with Y”. On replying with Y, your friend will receive an SMS that “You have successfully approved request to call you. You will soon receive a call from 09393. Please attend that call to connect to your friend.

-# You will receive an SMS that “Your friend has accepted your call request. Please call back or dial to initiate the call”.

-When you call on the given code, your friend will receive a call from the ID 09393.


Pricing:

All SMS to 9393 will be charged Re. 1+tax/SMS. These charges apply when A party sends CALL to 9393 and when B party accepts the request by replying with ‘Y’.

IVR charges are Rs. 2+tax/min

Terms and Conditions:

-If A has blocked B by using the MUTE command, A will not receive any messages or call requests from B. Similarly, to block requests from a certain user, the MUTE command can be used.
-The IVR code will be applicable only till the call is successfully connected. There is however, one exception to this rule. If you initiate a call and then hang up as the phone is ringing on the other side, in this case the call will not remain valid.
-Users who have created a private profile will not receive a call request from anyone
-The service is for all registered users of Ufone SMS Buddies only. New users can register to the service by sending REGISTER command to 9393

How do I send MMS to my Ufone SMS Buddies group?

-Compose a multi media message in your handset
-Attach the image/video clip/sound clip that you want to send to all the group members

Please note that the command m does not have to be written in the “subject” box but in the text body.In some MMS supported handsets, there will be no text box. This chat room will allow you to interact with other people by sending both SMS and MMS messages. To send an MMS in this chat room, will simply write m in the text part of the MMS e.g. m Gallery1 She’s my favourite! Any other Angelina Jolie fan in here?. To join “Gallery”, simply SMS Chat to 9393 and chose to join chat room named “Gallery”.


Charges for sending/receiving MMS in the chat room will be the same as mentioned above for Group MMS. Please note that users cannot send MMS in the other chat rooms like Islamabad, Lahore, URock etc.

WASHINGTON - Now less than two months from world-wide release, Microsoft’s Windows 7 is bound to make the legions of existing Windows users wonder whether they should upgrade.

And it will make those who have put off hardware purchases in anticipation of the new operating system wonder whether the time is right to hand over their hard-earned cash.


Windows 7 has already won over the majority of those who have been beta testing the product for over a year now. So there’s really just one question that remains: will it impress you? To give you a head start on deciding, here’s an overview of what are likely to be the most talked-about new features of Windows 7.

--- Speed and stability
Promises of greater speed and stability are likely to interest the majority of Windows users. But it’s helpful to remember that every major release of Windows in memory has arrived with similar assurances. And each time, the reality of the operating system, once unleashed onto the millions of computers around the world, has fallen short of expectations.
Will Windows 7 actually be different? In terms of performance, most benchmarks put the release-to-manufacturing version of Windows 7 roughly on a par with both Windows XP and the first service pack release of Windows Vista. But Windows 7 is noticeably speedier in areas that matter a lot to most users: startup is faster, as is Windows shutdown, and most disk-intensive tasks are at least on a par with the speed of Windows XP.
In terms of stability, only time will tell. Anecdotal reports of Windows 7 running nonstop for a month or more without requiring a reboot are rampant around the Web, which is good. But there are also plenty of reported incidences of Explorer crashes and other glitches occurring in the new operating system, just as with Windows Vista. Do not, in short, expect miracles out of Windows 7 in either speed or stability. The good news is that in neither of these areas does the new operating system appear to be worse than the ones it will replace.


--- Installation
Installation is much improved in Windows 7 over any previous version of Windows. If you purchase an upgrade or a full retail version of the new operating system, you’ll likely be delighted at how seldom the operating system interrupts the installation process for input from you. And you’ll be pleasantly surprised at how many components of your PC Windows 7 recognises automatically, finding and installing the correct device drivers in the process.

--- Compatibility
Microsoft took backward compatibility seriously with Windows 7, and the result is an operating system that will be compatible with the majority of existing Windows applications, regardless of which version of Windows they were originally designed to run under.
One of the secrets to Windows 7’s impressive compatibility is the new Windows XP compatibility mode. With this feature, you can run any application that works under Windows XP within Windows 7 by using what amounts to a virtual Windows XP machine within the confines of Windows 7 itself.


--- Simplicity
Windows 7 has done away with much of the most annoying clutter and intrusiveness of the Vista interface. Gone are the gadgets bar, the Welcome screen, and many of the most objectionable aspects of the User Account Control (UAC), which in Vista impeded users at almost every turn. It’s also very easy to turn off UAC altogether in Windows 7.


The taskbar has been impressively improved in Windows 7. Right away you’ll see that Windows 7 groups multiple windows of the same application by default on the taskbar, so your taskbar won’t be cluttered by, say, eight instances of Internet Explorer. Also nice about the automatic grouping feature is that allowing your mouse cursor to hover over a taskbar icon will result in pop-up thumbnails of the contents of the open applications, so you can move to the window you want without any guessing.

Some taskbar icons are also graced with a built-in status indicator in those cases where minimised applications are performing some time-consuming functions. For instance, the taskbar icon for a minimised Windows Explorer that is busy copying files will get progressively greener as the file copying proceeds.

The new operating system is by no means as uncluttered and workmanlike as the Windows XP interface. But Windows 7 does a decent job of merging Windows XP’s utilitarian bent with the conveniences that emerged along with the interface changes unveiled first in Windows Vista.

--- Libraries
One completely new feature you’ll be confronted with in Windows 7 is Libraries. In essence, libraries are folders that can point to files or resources in a number of separate physical locations. You can create a library called ‘my documents,’ for instance, that aggregates files from your local C drive as well as from external or network drives. You tell the library container where to look, and it does the job of assembling the files. You can access libraries directly from Windows Explorer. Merely double-clicking a library name accesses the underlying files.


--- Improved Search
Searching for existing data is every bit as important on the desktop as it is on the Internet. And Windows 7 improves on the strides made by Windows Vista in the search arena, thanks to a feature dubbed Federated Search. In essence, with Federated Search, the near real-time search capability unveiled in Windows Vista now extends to network drives and other remote storage repositories in Windows 7. Search in Windows 7 is also quite customisable. With so-called search connectors, for example, you can even perform searches on Web sites such as Twitter right from your Windows 7 desktop.


There are plenty of other pleasant surprises hidden within Windows 7, but these headline features are likely to be what tempts you to give Microsoft’s new operating system a try. Just remember that a good deal of hype always precedes the release of a new Microsoft operating system. While Windows 7 makes some significant strides in important areas, there’s no law against sticking with Windows Vista or even XP if those operating systems are serving you well.

ISLAMABAD : Pakistan Telecommunication Authority (PTA) Chairman Dr Mohammad Yasin has said that Pakistan telecommunication sector has been growing faster than that of India with over 62 percent teledensity, encouraging the foreign direct investment (FDI). During an exclusive interview with Business Recorder here on Wednesday, he said that India lagged far behind Pakistan with 37 percent teledensity as compared to 62 percent in Pakistan.


He added that Pakistan's FDI policy was much more liberal than that of India to attract more investment in Pakistan telecom sector. The PTA Chairman said that the ever-growing teledensity of Pakistan was giving new opportunities to the investors for better returns, especially in the field of data services. Services like mobile internet, mobile banking and Internet Protocol Television (IPTV) hold fortunes for any wise investor.

"Telecom analysts around the world still believe in Pakistan to be a lucrative market and Business Monitor forecasts that mobile subscribers in Pakistan would hit 100-million mark by next year", Yasin said. The sector has been growing at a rapid pace where growth rates have become the hallmark. However, slow growth was witnessed for the first time ever last year, he added.

Although slow growth, of only 7 percent, was observed in mobile sector last year, this trend cannot be attributed only to saturation as there are factors like international financial crisis, devaluation of rupee, security situation and re-registration of SIM programme.

"We do agree that saturation is there, but only in metropolitan areas. Moreover, the people are still keeping more than one SIM. So, one can say that sector would continue to grow though not as fast as before", he said. He said that PTA was trying level best to bring more growth to the sector and was taking every possible regulatory measure to ensure healthy competition beneficial to the telecom users.

"PTA has taken a number of initiatives which are proving to be very helpful, especially in the field of broadband proliferation, LDI re-emergence, and WiMax popularity", said Dr Yasin. He further said that PTA was focusing on growth of broadband. Currently the number of subscribers is 0.4 million approximately, whereas growth rate of broadband services was 146 percent in 2008-09.

He said that WiMax has a brilliant future in Pakistan and this is further strengthened by the promising start of companies like Wateen, Wi-Tribe, etc. "With more companies jumping into the market, the competition level will rise to compel the companies to bring down the tariffs, especially CPE charge", he added.

The PTA Chairman said that in addition, other technologies like Evolution Data Only/Evolution Data Optimised (EVDO) and WorldCall introduced in Pakistan by PTCL are gaining good momentum. He said that Mobile internet held a very bright future in a country where mobile penetration was more than 57 percent.

"However, the only setback that our mobile subscriber has is low literacy rate that hampers use of internet. Also, the lack of availability of local content is another reason, which could pose problems for wider adoption of internet by mobile community," he added.

"PTA is now focused on content development and aggregation, especially for education purposes", he said. Dr Yasin said that he did not believe that there was room for monopolies in the sector. "However, we do have to face the Significant Market Player (SMP) operator's issues with rest of the players".

"We do determine the SMP operator in each segment of telecom on yearly basis. We have also drafted competition rules that clearly protect operators from any anti-competitive practices by SMP's", he added. He said that looking at the current market situation where a feeling of price war was obvious, one could say that product differentiation could be possible on quality and easy availability basis.

Regarding improving 'Average Revenue Per User' (ARPU), he said that improvement in ARPU's data service like m-banking or mobile internet would be the solution. "Maybe, 95 million mobile users will be waiting to open their accounts", he added. He further said that currently in Pakistan five cellular operators have healthy competitive environment.

"Due to growing revenues and fair competition in the market, I believe that operators will continue to provide telecom services in Pakistan and value-addition and innovation is way forward for telecom operators' growth", he said. About 3G service in Pakistan he said, "Each and every technology and service has its future, and it caters a potential segment of the society.

THE time has changed and having cell phone is no more a luxury. Today, the mobile phone has marked its place in the list of basic commodities. No matter which class you belong to

or which age group your are from, you can find one for yourself in the market with a very nominal price. At present, majority of the population living in big cities is enjoying landline facility; all these factors are an obvious indicator of telecom growth in the country. The last few years have witnessed a tremendous development in telecom sector as the overall teledensity of the country has reached 61.8%. With such a boom in the growth of telecom subscribers, it becomes a challenge for telecom operators as well as the Regulator to assure the provision of quality services to such a huge consumer base and satisfy their needs. Pakistan Telecommunication Authority (PTA), as Regulator of the sector, guarantees the protection of telecom consumers’ rights by setting strict quality measures for the operators. PTA is making every effort to facilitate the consumers and its recent initiatives are evident to this claim.

Realizing consumers’ interests and their rights, PTA had formed a Consumer Complaint Cell to handle their complaints. Initially this Cell was working in a limited capacity. The escalating consumer base had put the number of complaints on rise and due to the introduction of new services by operators the nature of consumer complaints has also got diversified. The previous complaint handling mechanism was not effective enough to tackle with such situation. There was an acute need for a new enhanced complaint handling system. The Authority, after analyzing the situation, revamped its Complaint Cell into a dedicated Consumer Protection Directorate (CPD). CPD comprises of a Complaint Cell which can easily be accessed by consumers through a number of channels including Toll Free Number, telephone, fax, e-mail, PTA’s website, post mail and through person visitation. Furthermore, consumers can also access PTA’s Zonal offices at provincial capitals for early redressal of their complaints. Till now more than 80,000 individual consumer complaints have been received and redressed by PTA.

PTA endeavor on consumer rights does not end here. PTA by joining hands with telecom operators and other stakeholders continued its efforts to protect the rights of telecom consumers. For this purpose it initiated process for formulation of regulations to safeguard telecom consumers. After an extensive consultation on different forums the final outcome was presented in the form of “Consumer Protection Regulations, 2009” in March 2009. Under these regulations, the telecom operators are required to setup a comprehensive mechanism for the rederessal of consumers’ grievances.

What do these Regulations say regarding Service Provision, Interruption and Disconnection It does improve the confidence level of a consumer on the services of its concerned operator when the operator does inform him/her about any sort of interruption in the service, prior to its occurrence, caused due to any reason like, service enhancement or modification etc. Under the Consumer Protection Regulations 2009 the operators shall keep the consumer informed on any kind of interruption in their service. Where as in case of unpredicted technical interruption/faults the Regulations states that the operator shall inform the consumer by any possible source like the SMS and Calls etc. This point has been included in the regulation in view of the consumer’s right to know about why the quality of service has not been maintained.

The Operator can not withdraw any services to the consumer, without the approval of the Authority and it shall give thirty (30) days prior notice to the consumer in this regard. In such cases the operator will clearly communicate the reasons for suspension or disconnection of services to the consumer. The point of thirty (30) days prior notice provides an opportunity to the consumer to take necessary measures to avoid any sort of communication problem in form of service suspension or disconnection. Furthermore under the regulations the operators have been barred from suspending or disconnecting a service to a consumer for which the consumer has paid all the dues, even if the consumer has not done the payment to the operator in relation to some other services. But the operator can suspend or disconnect all connections for individual services to a consumer, which are subscribed by that consumer in his/her own name and the default is not cleared for any one of such connections.

Another significant and highly appreciable clause in the regulations is about the access to the emergency numbers. The Consumer Protection Regulations requires that the operator shall not deny access to emergency numbers to a consumer, even if the service is suspended for any valid reason. With the application of this regulation by the operators the consumer can easily contact the cops or ambulance in case of emergency situation, without any fear that the call will not be connected due to non payment or any other reason.
